Health
Panipat is a small compact District of Haryana situated on the National Highway north of the National Capital. It came into existence in 1992.
Organisation Structure:
The NRHM activities are carried
out in Panipat District by the way of Swasthya Kalyan Samitis at different
levels. First level is managed by the way of Governing Council Chaired by Worthy
Deputy Commissioner. After that comes Executive Council having Civil Surgeon as
its Chairman & after that SKS is working at each CHC/PHC for smooth working &
effective management of work.
This organization structure is developed for the smooth implementation of NRHM activities. This organization structure works by the way of Swasthay Kalyan Samitis. Under the SKS of Civil Surgeon Office, RCH Works. RCH Office consist of:

CHC (Community Health Centre):
Health infrastructure of Panipat consist of three Community Health Centres. The organization Structure at these health centers is headed by SMO (senior Medical Officer)/ Medical Officer.
Four staff nurses are recruited under RCH and posted at CHC Samalkha as this is upgraded to FRU. For the maintenance of accounts, one Account Asstt. is posted at CHC Samalkha.
For collection of Data one Information Assistant is posted at each CHC.
PHC (Primary Health Centre):
Health infrastructure of Panipat consist of twelve Primary Health Centres. The organization Structure at these health centers is headed by MO (Medical Officer)/Dental Surgeon.
For round the clock health services 12 PHCs has been provided with three staff nurses each.
For proper maintenance of account at PHC Level one Account Assistant from headquarter visit each PHC once a month.
Sub Centre:
Health infrastructure of Panipat consists of ninety Sub Centres. In each sub center two ANM (One regular & one RCH) and one MPHW(M) are posted.
Health Facilities: -
Health Department provides curative, preventive & social services to the public to its utmost competence through various health institutions in the district.
SCHEMES UNDER NATIONAL RURAL HEALTH MISSION
IN HEALTH DEPARTMENT
1. Delivery Huts
Under this Scheme, the aim is to establish the delivery hut at a central place of the village where the ANM is available round the clock. This is to ensure the clean, safe and acceptable place of delivery and newborn care at the doorstep. For this in Distt. Panipat 16 Delivery Huts have been established in the year 2005-06 & 11 delivery huts established in the year 2006-07. In year 2010-11, 15 more delivery huts are to be established.

Accredited Social Health Activist (Asha):-
ASHA is a woman from the village
for 1000 population. A matriculate woman from the village who is sensitive to
the health needs of people is eligible for becoming ASHA.
ASHA is to mobilize the pregnant mother for institutional delivery and accompany her to the health institution for delivery. She will arrange transport in case of emergency, motivate the eligible couples to use the appropriate contraceptive methods and be a depot holder for CC and Oral Contraceptives and counsel the mothers for safe MTP and on prevention and treatment of RTIs / STIs along with facilitating the needed care during the antenatal and postnatal period. She is paid honorarium based on the services she has rendered and have no fixed payment. In Distt. Panipat 200 ASHA’s have been selected in the year 2005-2006 and all have been trained. 250 ASHAs in year 2006-07 have selected. 95 more Ashas have been selected in the year 2007-08.

3. First Referral Units for 24 hr Emergency Health Care (FRU): -
These are the CHCs that can take care of all emergencies round the clock. Steps are being taken to upgrade nearly 40 Community Health Centers to the level of Indian Public Health Standards in the state. These will be having round the clock specialist and emergency services especially for the mother and the child. There is also provision of 24 Hour water & electricity at CHC Samalkha & the same will be available at Ahar soon. We have one FRUs in distt. Panipat in CHC Samalkha. Four staff Nurses under RCH II have been posted at CHC Samalkha and Ahar to conduct deliveries round the clock. Apart from this, Institutional Deliveries are also being conducted in B.S.S. Hospital and E.S.I. Hospital Panipat.
Tie up with the private Hospitals has been made and they provide services Viz. Anesthetist, Gynecologist, Pediatrician and Surgeon on call basis.
4. Janani Suraksha Yojna (Govt. of India Plan):-
This scheme is essentially for BPL/SC families. The purpose is to ensure the early registration of pregnant woman and early detection of complicated cases, facilitating appropriate referral. Under this scheme the eligible pregnant mother of the BPL/SC family living in the rural areas will receive a cash assistant of Rs. 500 at the time of delivery. In case the mother delivery is in a health institution (Govt. as well as private) she will receive an additional amount of Rs. 200. If hospitalization is immediately followed by the Tubectomy / laproscopy operation a compensation of Rs. 150 will be available through the family Welfare Scheme to JSY beneficiary.

5. UNTIED FUND:
A sum of Rs. 10000.00 has been allotted to each sub center per year in the name
of Account jointly operated by Lady Sarpanch /Panch & ANM of the concerned
village. This money has been given under RCH-II Programme to improve the Health
Services at Sub Center Level by ANM herself.
6. Annual Maintenance & SKS Grant:
The Annual Maintenance Grant is provided to every Health institution for the
maintenance of the premises. SKS Grant is provided 100000 to each CHC/PHC in
order to provide the additional facility like clean drinking water, toilets,
sitting arrangements, patient care additionalities etc.
7. AROGYA KOSH:
This scheme is meant for people suffering from chronic diseases e.g. Chronic Lung Disease, Heart Disease, Kidney Disease, Cancer etc. and requiring treatment under super specialist and living under BPL. Only those patients who take treatment from AIIMS New Delhi, PGI Chandigarh and PGI M.S. Rohtak are eligible for this. Amount is directly reimbursed to the institution.

8. Jacha Bacha Scheme:
This scheme is launched by worthy Chief Minister of Haryana on 15 August 2008. This scheme is meant to encourage the Staff Nurse/ANMs to conduct institutional deliveries at CHC/PHC/Sub-centres & a cash incentive of Rs. 400/- in case of male newborn and Rs. 600/- in case of female newborn is provided. This benefit can be availed after 3 deliveries.
9. Urban RCH Centers:
In order to cater the health needs of the Urban Slum Population, Govt. has opened Urban RCH Health Centre in the slums of the District. In Panipat District Four Urban Health Centres are opened in the year 2009-10. The services is available there are OPD, Immunization, ANC, lab facilities etc. These facilities are provided free of cost. For providing services to the community two Doctors, one Pharmacist, one LT and two ANM’s are posted there. The people of those areas have keen interest in getting the health services, which can be viewed by the increasing rate of average number of OPD per day. The average OPD of each institute is more than 150 per day.
10. Surgery Package Programme:
The Haryana Govt. launched this Programme on 1st July 2009. Under this programme different surgeries (major & minor) are performed at District Hospital Panipat. This package is available free of cost for the BPL Families and for General category it is available at very nominal rates i.e approx 1/4th of the charges of private hospital. Under this scheme the operation for Cleft Lip and palette and Cataract (IOL) operation is available free of cost for all the categories.
Till Aug. 10, 965 Major and 254 Minor operations were performed by specialists of B.S.S.G.H under this scheme.
11. Referral Transport Scheme:
Haryana Govt. launched this scheme on 14th of Nov. 2009 to provide the free
services to the victims of roadside accidents, patient belonging to BPL families
and to the pregnant women to get them delivered at the Govt. Institution. This
service is available in each health institution (DH/CHC/PHC) and can be availed
free of cost by dialing 102 Toll Free from any phone service provider
(Landline/cellular). Till Aug. 2010, 3492 patients has availed the facility of
RTS. Out of which 2085 Pregnant Women, 456 Road side accidents and 672 others
patients has availed this facility.
12. Indira Bal Swasthya Yojna:
This scheme was launched on 26.01.2010. The main aim of the scheme is to provide
health care service to the malnourished children between 0 to 18 years of age.
For the awareness of this scheme a Jhanki was displayed on Republic Day and pamphlets were also distributed to the public.
Till 31st of March 2010, 43207 health card has been made, 43350 Children examined 3950 Children treated 7915 children referred.
13. Nehru Dristhi Yojna :
This scheme was launched on 26.01.2010. The main aim of the scheme is to encourage the community in donating eyes after death to lighten the world of other peoples.
For the awareness of this scheme a Jhanki was displayed on Republic Day and pamphlets were also distributed to the public. An Eye Donation Centre is established in B.S.S. Hospital, Panipat. Till now 526 peoples has registered under this scheme. One person donated his eyes under this Scheme.
